Great news for the City of St. Catharines.... it has one of the best Fire Chiefs in the province.
Those words from the city, after Chief Dave Upper was presented last week at the 2026 Ontario Association of Fire Cheifs Hicks Morley Labour Relations Seminar in Toronto.
The Hicks Morley Fire Chief of the Year Award is presented to fire chiefs who show exceptional leadership, dedication and profound impact on their communities.
He says it's very humbling to receive this, and pointed to his co-workers for their exceptional teamwork.
He joined the St. Catharines fire department in 1991 as a fire fighter, becoming chief in 2021.
