The OPP will not be laying charges in relation to the hiring of former Niagara Region CAO Carmen D'Angelo.
The investigation lasted about a year and it didn't turn up any evidence to warrant criminal charges being laid.
A report by Ontario's Ombudsman has labelled the 2016 hiring process as an inside job because D'Angelo had access to confidential information.
The NRP passed the police investigation on to the OPP last December to avoid conflict of interest.
